The International Registration Plan (IRP) is required for all carriers operating Interstate with CDL with a GVWR of 26,001 lbs. or greater. Some carriers may be required to obtain an IRP registration or equivalent permits in some U.S. States, even if they are under 26,001 lbs. GVWR.

The main purpose of the International Registration Plan is to promote interstate commerce. It encourages the fullest possible use of the highway system. It allows registered motor carriers to travel through all IRP member jurisdictions.
